  Thanks Jan for the tip you send . I worked . Now I am facing some more 
problems .
I have made ROHINI as my SCM server and SIRIUS as non-SCM server .
When I try to run 
 
createvol nonrep sirus /vicepa 
V_BindToServer:binding to host sirius
RPC2_NewBinding to server sirius failed with RPC2_NOBINDING(F)
 
I also tried 

volutil setdebug 1 
V_BindToServer:binding to host sirius
RPC2_NewBinding to server sirius failed with RPC2_NOBINDING(F)

My SrvLog on sirius is as follows :

14:10:26 New SrvLog started at Fri Nov  6 14:10:26 1998

14:10:26 Resource limit on data size are set to 2147483647

14:10:26 Server etext 0x818ec60, edata 0x820b08c
14:10:26 RvmType is Rvm
14:10:26 Main process doing a LWP_Init()

14:10:26 Setting Rvm Truncate threshhold to 5.

portmaplog on sirius is as follows
InitRPC: RPC2_Init() failed with (-2001) RPC2_FAIL (F)

Starting  Auth Server......

Starting  Auth Server......

14:09:34 Reallocing from 100 to 1000
14:09:34 Server successfully started


Problem 2:
On Rohini I have got data partition on /partition1/vicepa
On Sirius I have got data partition on /vicepa

For creating a replicated volume what should i write for 
<partition-name> ?
