Coda File System

trouble starting Coda server

Just installed the Coda server stuff.  (Compiled on one machine and
installed on another; maybe this is the problem.)

Starting the server (according to vice-setup's instructions) 
goes fine until I try to createvol_rep.  Then this happens:
Getting these messages from I don't know where:
[23:47:01]SocketListener: "sl.c", line 375:    HandleSLPacket: state != AWAIT

and this happens when I createvol_rep clugdemo E0000100 /vicepa:
Servers are (clug1 )
HexGroupId is 7F000003
creating volume clugdemo.0 on clug1
V_BindToServer: binding to host clug1
[long pause here]
RPC2_NewBinding to server clug1 failed with RPC2_NOBINDING (F)
Failure to make volume on clug1!. Abort..

Trying again, I start getting those messages earlier:

Am I doing something obviously wrong?

I ran vice-setup with a fairly vanilla setup.
