As far as I know quota's _are_ implemented.

    cfs setquota (/sq) <directory> <blocks>

It sets the maximum quota for the whole volume that contains the
specified directory. Quota's are enforced by the server, so a
disconnected client may overflow it's quota, but won't be allowed to
reintegrate.
