I once had such a problem with a server running a 2.2.19 kernel. The symptons have been that all UDP traffic was extremly slow. Do you use NFS and encounter the same problems there? I always had the workaround of using some bandwidth over TCP at the same time (like a netstat via ssh). I never found out what this was about, but since I could switch to a 2.4 kernel some time ago, I had no perfomence problems at all.
