On windows, it is easiest to:

   touch /usr/coda/venus.cache/INIT

An administrator should be able to do that from a cygwin shell. 
The next time venus is restarted, it will do an init.
(I should add that to vcodacon.)

I believe the most recent version of the Coda kernel module for
Windows allows you to stop and then restart venus.

   net stop venus
   touch ...
   net start venus
