I haven't used import myself, I think it was intended to import raw-disk images and not .vdi files so you may have to convert the image to a raw disk first and import that. Another way to get started is to create an empty disk image on the server, run isr resume <parcelname> and then run the Ubuntu install on the VirtualBox instance that was started by isr.
